I am trying to get VDOS to windows bars for scroll back. The application will many times scroll info off the screen and I want to go back like in the Windows DOS/CMD window.

You would mean FRAME=ON, that was dropped with version 2018.05.01. Since then the vDos window always has borders and a title bar. vDos never had scrollbars, those are only useful at the command prompt. vDos is however meant to run DOS programs, if you want a command prompt, you still have that with Windows CMD.

There is a PC Magazine Utility from 1994 called PERUSE.COM which "is a TSR that captures and saves screen information as it scrolls off the top of the screen. Once loaded, pressing the ScrollLock key will put you into redisplay mode. You can then use the cursor keys to browse through scrolled screen data."
While it works fine in DOSBox version 0.74, I could never get it to work in VDos.
I have the PERUSE.ASM (Source Code) if you would like to try and get it working with vDos.
