I'm using GrandView, a DOS program now running on Windows using vDos-lfn (*). It runs fine but I can't type accented characters. With the Int-US keyboard, typing 'e should give é. It does so on a standard vDos window but not in GrandView. What do I need to do in order to enable diacritics? I was told about the FreeDOS keyboard driver xkeyb. I downloaded it but am not sure how to install it. I ran it in vDos and it said "resident part of xkeyb was not installed" (do I need to state I know nothing about DOS?). You don’t use vDos, that hasn’t this keyboard issue. But: XKEYB on itself doesn’t do much. You have to specify at least the keyboard layout, see the Xkeyb.txt file. Mind, XKEYB has no functionality in (original) vDos.

I'm now running GrandView in vDos: accents work perfectly! The problem was with vDosPlus...
However, it doesn't look like the config file is read at all. For instance, I've set MOUSE=ON but the mouse is inactive.

I assumed you used vDosPlus because GrandView wouldn’t run in vDos…
If GV supports a mouse, look for a setting to select the mouse interface as “MS Mouse Driver” or something similar.
Cr could mean Carriage Return: Use CR/LF (linefeed) combinations (DOS/Windows) to end lines, instead of a single LF (Linux) when saving files?

I used vDosPlus because that's how grandviewforwindowv1 was made readily available(link above). But now I downloaded GV myself, extracted the IMA files and ran with vDos.
But it doesn't look like the config file is read at all.

Make sure you edit the config.txt of vDos. That is in the directory vDos.exe is located in, or in the "Start in" directory if you use a shortcut to start GV.
