Up arrow to recall previous commands

Is this possible?  My boss says the 2016 version on his computer lets him do this (I haven't seen this in operation as I'm not there at the moment) but the March 2020 one on mine doesn't.  I know F3 brings the previous command but sometimes it's useful to scroll back to previous ones and re-do them.

IIRC Dos 5 only had the F3 part so if it's not possible I understand.

vDos once had a command line buffer, but that was removed as of version 2017.08.01. vDos is intended to run end-user programs, not to play with at the command prompt.
