Try this:
Open a command prompt as administrator (if you don't know how to do that, search the web for "cmd prompt as administrator" and you'll find the answer). Type this command
fsutil 8dot3name query
press Enter.
Now, please answer these two questions:
1. What result did you get when you typed that command?
2. What is the drive letter of the folder that causes the problem?
Please reply ONLY when you have the answers to both questions.

I followed your instructions and got the following:

The drive that is causing the problem is C:

OK, next question is this. Open a command prompt; navigate to one of the directories where you can't use F5. Enter the command DIR /X Do you see DOS-style filenames listed, as in the box in this picture: manjusullad.files.wordpress.com/2016/01/view-existing-shortpaths.jpg?w=640You almost certainly will see those DOS-style filenames, but it's worth making sure, just in case. The fact that this problem is occurring on new computers, not old ones, suggests that recent versions of Windows may be using default settings that get in the way of directory management in WP 4.2. Also, when you're in vDos, but not running WP, navigate to one of the directories that's causing the problem, and enter DIR Does the file list appear as you expect?

Seems the WP.EXE file is mangled, or its version doesn't match the other WP files. I sent 'my' WP.EXE copy w/o F5 issues.
